Conflict of Interest Policy
The Naples Public Library Board believes that it is fundamentally important that the public perceives that all policies and decisions of the Board are fairly and impartially determined. High standards of ethical conduct shall be maintained by elected and appointed officials serving on the Board and by all Board employees and volunteers to promote and maintain public trust and confidence in local government.
Conflict of interest encompasses situations where it may seem that the public interest has not been upheld, when personal private interests conflict, or when there is a reasonable basis for the perception of such conflict.

Conflict of Interest Policy
- When a Trustee perceives that he/she may have a conflict of interest, he/she shall declare the conflict PRIOR to discussion of the issue before the Board. The President shall rule as to whether the declaration constitutes a conflict. If the President rules that a conflict exists, the member shall not engage in discussion, or vote, and shall be required to withdraw from the meeting for the duration of debate.

Use of the Building Policy
The Gathering Room may be used by the public for meetings with a maximum of thirty-one persons in attendance. All meetings and activities must fall within the limits of the law. A Trustee of the Library or designated representative must be in the building for the duration of the meeting or activity. The room is to be left clean and in order. If food and/or beverages (non-alcoholic only) are served, all trash must be removed from the building.
Smoking is never permitted on Naples Public Library premises.
Any advertising or press releases must not imply Library sponsorship.
There shall be no fee for library sponsored events. There shall be no fee for meetings held by non-profit groups, or civic groups. For-profit groups will be charged $50.00 per function. In addition, a refundable $25.00 fee may be charged if a key to the building is required after regular library hours.
An application may be completed in the office of the Library Director for consideration by the board of Trustees at its next meeting – the third Thursday of the month.
At the Library Director’s discretion, small meetings may be allowed during Library hours in other areas of the Library.

Because of the volume of publishing, as well as the limitations of budget and space, the library must have a selection policy with which to meet community interests and needs.
The materials selection/collection development policy is used by the library staff in the selection of materials and also serves to acquaint the general public with the principles of selection.
The Library Bill of Rights and The Freedom to Read Statement have been endorsed by the Naples Public Library Board of Trustees and are integral parts of the policy.
The materials selection/collection development policy, like all other policies, will be reviewed and/or revised as the need arises.

The ultimate responsibility for selection of library materials rests with the library director who operates within the framework of the policies determined by the Naples Public Library board of Trustees. This responsibility may be shared with other members of the library staff; however, because the director must be available to answer to the library board and the general public for actual selections made, the director has the authority to reject or select any item contrary to the recommendations of the staff.
C. Criteria for Selection

Reviews are a major source of information about new materials. The primary source(s) of reviews is (are) print resources such as the New York Times Book Review, Booklist, Forecast, the Boston Globe and the Maine Sunday Telegram.
The lack of a review or an unfavorable review shall not be the sole reason for rejecting a title which is in demand. Consideration is, therefore, given to requests from library patrons and books discussed on public media. Materials are judged on the basis of the work as a whole, not on a part taken out of context.
D. Interlibrary Loan
Because of limited budget and space, the library cannot provide all materials that are requested. Therefore, interlibrary loan is used to obtain from other libraries those materials that are beyond the scope of this library’s collection.
In return for utilizing interlibrary loan to satisfy the needs of our patrons, the Naples Public Library agrees to lend its materials to other libraries through the same interlibrary loan network, and to make an effort to have its current holdings listed in a tool that is accessible by other libraries throughout the state.
E. Gifts and Donations
The library accepts gifts of books and other materials with the understanding that they will be added to the collection only if appropriate and needed. If they are not needed because of duplication, condition, or dated information the director can dispose of them as he/she sees fit. The same criteria of selection which are applied to purchased materials are applied to gifts. Memorial gifts of books or money are also accepted with suitable bookplates placed in the book. Specific memorial books can be ordered for the library on request of a patron if the request meets the criteria established by the Board. It is desirable for gifts of or for specific titles to be offered after consultation with the library director. Book selection will be made by the director if no specific book is requested. The Naples Public Library encourages and appreciates gifts and conations.

It is the policy of the Naples public Library not to appraise the value of donated materials, although it can provide an acknowledgment of receipt of the items if requested by the donor.

An up-to-date, attractive and useful collection is maintained through a continual withdrawal and replacement process. Replacement of worn volumes is dependent upon current demand, usefulness, more recent acquisitions, and availability of newer editions. This ongoing process of weeding is the responsibility of the library director and is authorized by the board of Trustees. Withdrawn materials will be handled in a similar manner and under the same authority as donated materials.
G. Potential Problems or Challenges
The Naples Public Library recognizes that some materials are controversial and that any given item may offend some patrons. Selection of materials will not be made on the basis of anticipated approval or disapproval, but solely on the basis of the principles stated in this policy.
Responsibility for the reading of children rests with their parents or legal guardians. Selection of library materials will not be inhibited by the possibility that materials may come into the possession of children.
Library materials will not be marked or identified to show approval or disapproval of their contents, and no library material will be sequestered except to protect it from damage or theft.
H. Challenged Materials
Although materials are carefully selected, there can arise differences of opinion regarding suitable materials. Patrons requesting that material be withdrawn from or restricted within the collection may complete a “Statement of Concern About Library Resources” form which is available in the library. Public Relations Policy
Public relations goals of the Naples Public Library are:
- To promote a good understanding of the Library’s objectives and services among governing officials, civic leaders, and the general public;
- To promote active participation in the varied services offered by the library to people of all ages.
- The Board recognizes that public relations involves every person who connection with the Library. The Board urges its own members and every staff member to realize that he or she represents the library in every public contact. Good service supports good public relations.
- The Director will be expected to make presentations and to participate in community activities to promote library services. A reasonable amount of library time will be allowed for preparation and speaking. Materials to be used by press, radio, or television will be approved by the Director.
Circulation Policy

Three weeks for books, books on tape, and books on CD
Generally, reference books do not circulate. Upon request, some reference materials may be checked out.
Interlibrary loans are due on the date indicated by the lending library.
Books may be renewed twice if there is not a waiting list for the title. Current issues of magazines do not circulate.
Non-current magazines may be checked out for one week and may be renewed.
Videocassettes and DVDs may be checked out for one week.
The Director may establish the loan period for special collections, materials that are temporarily in great demand, such as for student projects, or materials added to the collection that are in a new format, e.g. computer software.
Patrons are limited to 10 items per card. DVDs are limited to five per card.
Teachers may check 25 items out on a teacher card. The time limit is at the discretion of the Director. Home-schooling parents can receive the same consideration.
Reserves
Reserves may be placed by patrons either in person or over the phone. Patrons will be notified by telephone when the materials are available. There is no charge to the patron for placing a reserve or for interlibrary loan services.

If the material is not returned within the designated period, a bill will be sent with the cost of replacement of the material and any service charges for processing, cataloging, and postage. Patrons who have been sent an overdue notice shall be denied borrowing privileges until those materials are returned or paid for if lost and/or damaged.
Damaged Materials
If materials are damaged so as to be judged by the library as being unsuitable for the collection, the patron must pay the replacement cost. A notice of these charges will be sent to the borrower.
Confidentiality
The Naples Public Library adheres strictly to all sections of The Wisconsin Statutes (43.30) regarding the protection of the confidentiality of its users.

(1) Records of any library which is in whole or in part supported by public funds, including the records of a public library system, indicating the identity of any individual who borrows or uses the library's documents or other materials, resources, or services may not be disclosed except by court order or to persons acting within the scope of their duties in the administration of the library or library system, to persons authorized by the individual to inspect such records, to custodial parents or guardians of children under the at of 16 under sub. (4), to libraries under subs. (2) and (3), or to law enforcement officers under sub. (5).

(2) A library supported in whole or in part by public funds may disclose an individual's identity to another library for the purpose of borrowing materials for the individual only if the library ot which the individual's identity is being disclosed meets at least one of the following requirements:

Reference Service Policy
The Naples Public Library:
- will provide information in the form of short answers to specific questions and guidance in locating materials for patrons who appear in person, call on the telephone, or request information through correspondence;
- will assist patrons in the use of the Library and teach basic research methodology, when appropriate;
- will provide bibliographic verification of items in the Library and not owned by the Library and will assist patrons in obtaining materials through interlibrary loan, when appropriate;
- may refer library users to other agencies and libraries;
- may use not only the Library’s resources in printed form, but consult appropriate digital resources as well as the regional resource library and other agencies by telephone in pursuit of “ready reference” information.
Programming Policy
A “program” is a planned interaction between the library trustees, staff, or library volunteers and the program participants for the purpose of promoting library materials, facilities, or services, as well as offering the community an informational, entertaining, or cultural experience.
Programming includes such activities as story times, films, and activities on no-school days, summer library program for children, speakers for young adults, and book or author discussion groups for adults.
The Board, in conjunction with the Library Director, will establish a budget and goals for programming to facilitate the effective implementation of this service.

Public Notices/Bulletin Board Display Policy
Community groups, non-profits and local businesses may post items of community interest on the two bulletin boards located on the library porch. Maximum poster size is 11” x 17” and items may be posted for thirty days or until the day of the event. At the time an item is posted, the director or staff member will write the current date on the posting. The Director must approve all postings and may prohibit postings which do not meet library standards. The Naples Public Library remains neutral on subjects of religion, politics, gender, and sexual orientation and any items supporting one side or the other on any of these issues may not be displayed on the outside bulletin board. Library staff will place and remove postings promptly and all items will be recycled unless prior arrangements have been made with the Director.
All bulletin boards inside the library building are limited to use by the library for the promotion of library programs, events, and services. Any items posted to these bulletin boards by outside groups will be removed immediately. On occasion, the Director may allow something from one of our neighboring libraries to be posted on an inside bulletin board.

Display & Exhibit, and Limited Time Sale of Items Policies
As an educational and cultural institution, the Naples Public Library welcomes exhibits and displays of interest, information, and enlightenment to the community. Displays of handiwork, historical material, nature study, or any other material deemed of general interest may be exhibited. The director, in consultation with the Board, shall accept or reject material offered for display based on suitability and availability. At this time the library does not have a locked display cabinet, which limits the collections that can be displayed.
The Naples Public Library assumed no responsibility for the preservation or protection, and no liability for possible damage or theft of any item displayed or exhibited. All items placed in the Naples Public Library are there at the owner’s risk. Individuals who loan a collection or artifact to the library for display will be asked to sign the Display and Exhibit Release Form. This will include individuals who are placing items in the library to be sold.
The Naples Public Library assumed no responsibility for the preservation or protection, and no liability for possible damage or theft of any item displayed or exhibited. All items placed in the Naples Public Library are there at the owner’s risk. Individuals who loan a collection or artifact to the library for display will be asked to sign the Display and Exhibit Release Form. This will include individuals who are placing items in the library to be sold.
Occasionally the Naples Public Library will accept items such as artwork or photographs that can be sold to the public. Fifteen percent of the sale of these items must benefit the Naples Public Library. Each item must be properly framed and have a wire hanger. Items may be on display for one month. The Library Director will use his/her discretion in accepting any items for sale.
Artists will be asked to sign a release form, which will state the percentage of profit going to the library, duration of the sale, release of liability in case of theft or damage, and statement that it is the artist’s responsibility to retrieve items at the end of the sale.
